What str bonus would a human need to fire a longbow in 3 seconds? On that same note: how much strength stat would that translate to?

More than you can get without outside help. Humans at 100 stat cap out at +30 bonus.

If you want to get a 3 second RT right off the bat, go 90 stat (+25 bonus) and get some wizard strength. If you can snag some 606 scrolls or somesuch, you can aim in only 3 seconds too. It's pretty fucking sick to rattle off aimed shots in 3 seconds.
