Does the gem cutter raise the value of gems?

No

The value is aesthetical.

They have been being bought out left and right for 7m though.

I sold mine on a buyout well over 7m, and even then I felt like it was going cheap.

I still don't understand why they are going for so much recently. They were not always this expensive were they? And why? Are they extremely rare?

They were off shelf for like 5k a pattern and 100k a cutter. They were largely forgotten until a couple years ago. I remember selling mine for seemingly obscene amounts more because people wanted to track down patterns than a desire for the actual cutter itself.

I can only guess that people have found it useful to mark gems for orbs, brimstone, chrism, etc.

1k per pattern, but the rest seems pretty accurate. I had bought one on the Dhu where they were sold, which I then sold to Jinsem (Hrm... maybe I should take it back... :D) and I sold a few patterns to someone else. Once I started taking up cobbling I started trying to gather a collection to use for making shoes, but it's been difficult with low supply and so many people wanting them.

I'll have two cutters left and two patterns that I'm going to sell after this sale is over. Not the variety that's here though.
