I recommend against this advice. If you offer high, he'll take you as a high roller and put you in a different category for what you are gonna pay, just because you have indicated that you can pay it.

If he's got an item that he wants to sell of 100 mil, offering him 110 does nothing but hurt you. If you offer him 90 and won't come off of it, he'll eventually come around.

Trust me. Especially when he starts tossing words like discount around. I find he's much more pliable when he gets sick and tired of selling the same things for a long time.
