This is not a political move on Google's part. According to ABC News President George W Bush has become the victim of what is known as a "Google Bomb". In essence a "Google Bomb" is a manipulation of the method that Google uses to index, and search for, queries. When a search is performed, Google will search for the actual search terms and also words or phrases used to link to that page. In other words, the search engine works like an index, allowing people to look up words and then sending users to the page where the words have been found. In this instance, spurred on by an unidentified blogger, web site owners and bloggers worldwide posted links, labelled "miserable failure", to the official bio on their web sites. When Google creates its site and keyword index it takes note of the connection between the Bush biography and the term "miserable failure". So, when a search is entered for the term "miserable failure" and the "I'm Feeling Lucky" button is pressed, users are taken directly to the American president's offical biography web page. Users that click "Google Search" will have George W Bush's biography as their first result link.

A Google spokesperson has stated that it has nothing to do with Google and any political statement that the company may or may not have. Instead, it is an example of a recent web phenomenon. The White House did not comment.
