Can anyone tell me why citizenship is not affecting the sale prices of gems at the gem shop? I was sure it was supposed to.

I thought it was exclusively for ORDER merchants and strictly made for purchases (And, perhaps, the town NPC locksmith [I don't have a shitstain of data to test this.]) Usually it's older town NPCs, at that, that've been around longer than new additions. Usually those who used the OFFER system.
Right now, the only times I've noticed citizenship to get me a better price is the entire, "Since you're a citizen of this town, I'll drop the price down to XXX." -- It's after the big racial mod as well.
What's your INF like and what race per town are you selling wares in?

I don't think those matter. It all about the gem shop. And why it doesn't use citizenship. It obviously uses racial mods, and trading skill. Why not citizenship?

All testing done in the Landing gem shop. Delayed much by a prick who can't speak plain english on the thought net. He likes mangled phonetics speak or some such.
You ask the dealer to appraise the contents of a heavy backpack.
The gem dealer takes the heavy backpack and inspects the contents carefully before saying, "There is one item that I do not deal with at all. I found one piece of jewelry that I do not buy in container deals. I did find 237 gems that I'll give you 516278 silver for, if you want to sell."
The gem dealer then returns a heavy backpack to you.

This was the plain normal price I got with anyone that had no trading skill, whether they had citizenship or not.

Equal to an extra 2.98 %? Less than 3% gain, where citizenship alone should be like 5 right?

Equal to 25.98% increase which doesn't include a 5%ish from citizenship.
297+15/12=26%
I can only assume it is basing the prices on each individual gem and then rounding down, which is why I am not seeing the full 3% and 26% increases I should. But citizenship is not factoring in.
