How can you tell whether they are permanent or not without swinging the weapon forever?

The springs appear to be in absolutely perfect condition.

So if the springs are degradable they will never be perfect? Or they lose that after the first swing or what?

If they aren't permanent, they look different. I think the 100% look for breakable ones are "flawless condition."

Right. Permanent flares will have the springs in absolutely perfect condition, while breakable springs will be from flawless condition and down.
