Anyone know if there is a place to get a broken garrote fixed?

Nope. There was a tool sold at Ebon Gate that could fix a very limited amount of them. Besides that, you will need to just buy a new one.

I would suggest using belts as garrotes, there is an endless supply of them for less than 50 coins.

Let's not quibble about where I may or may not have gotten that item. The point is: If you use a garrote that you have to keep getting fixed, Falgrin > You.
