I am using Tsoran's spreadsheet, and I'm curious how fractional TPs play into the overall scheme. For instance, right now I have 42.83 starting PTP and 45.68 starting MTP...do these get truncated, or is that decimal actually going to accrue more TPs as I go up in level? If not, would it be best to aim for numbers closest to .00?
Also, am I correct in that +1 more starting stats = 100 more TP over 100 levels?

The number does get truncated or rounded (Top of my head I forget) but it's still useful because it just means you're that much closer to getting more TPs the next stat upgrade.
But if you have 42.4 TPs over the course of three levels without stat increases you'll only have 126, not 127 TPs.
The way the math works out, extra starting stats do not always equal more TPs end game... as you'll hit stat caps, and as growth intervals come into play.
Some examples:
If you could start with 999 points instead of 660 as say a warrior, and placed all 100's except a 99 in INF you'd have 60PTP/49MTP, but then in 7 or so levels you'd have all 100's and you'd have 60/50... so you'd have 6,000/4,993 over the course of 100 levels, vs someone who started w/ 1000 points having 6,000/5,000 over 100 levels. In the same vein a stat that starts at say 59 will actually reach a value of 61 the same time as a stat that starts at 60... the growth interval formula is odd in that if you cross a growth threshold at the right level, you can actually get a stat to increase in consecutive levels (If it was growing at levels divisible by 3, it'll grow at lvl 3, but then it's a higher number and growing slower; levels divisible by 4... and grows again at 4, so in both cases you hit 61 at level 4)
