I think there's an immediate change in the gradient of salinity in sea foam, which means marine water can freeze easier if it's in contact with something on the shore that osmoregulates a great deal of salt from the water.

I think it's usually clay, or something with tremendous binding affinity to salt in aqueous solutions. I can't really tell by the shoreline because of the vid quality, but it doesn't look like typical sand.
