Well I'm going to assume its part of the random bowstrings that they've released through various events that you can attach to normal bows to give them a show to include the string.

By chance, how exactly do you attach them? I have a few in my locker that I tried to attach to random bows recently and couldn't get it to work.

Er, can't remember off hand. I think you hold bow in left hand and string in right and pull the string? They are one time use from what I remember, can't remove them once on.
