As far as searching OOG for IG friendship/whatever, it'd probably just be easier to make friends IG. The people you meet in game have friends and you can network that way.

There are social events, such as the Silvergate gala that are basically for roleplay only. Finding said events, and attending is the best way I can think of in finding the type of RP you are seeking.

There is a link to the event calendar. Unfortunately, you just missed the Silvergate Gala, which would like have been the most appropriate for you given what has been posted here. Other events you might try include the Mistydeep Manor Feast of the Immortals Celebration, which is in Ta'Vaalor this upcoming weekend, and the CHE Winter Solstice Celebration and Ornament Hanging, which is in the Landing on the 19th of this month.

Beyond that, there are two towns that have smaller communities which are more RP scentric. Those are Solhaven, and River's Rest. I am going to assume you are very low level, so I would definitely recommend River's Rest. The GM that is in chage of their town has constant roleplay events going on, and you are likely to meet a good group of people there.
