My warrior - in GS3, he could wear hauberk and swing his claid in 6 sec.
In GS4 he can wear his hauberk and swing his claid in 5 sec.
Hauberk is 23/24 pounds
My Breastplate is 20 pounds

Yet in hauberk I can swing the claid in 5 seconds, but in the breastplate it takes 8 seconds. They have the same RT adder. The breastplate weighs less. The action penalty:
The action penalty is a percentile subtracted from your chance to perform a maneuver roll.
A maneuver may include anything from dodging elemental wave (often referred to as ewave) and boil earth attacks, to something as mundane as standing up.
Action penalty doesn't look to have anything to do with swinging, but it seems to be the only/main difference between the two.
