Raise Dead (318) has been removed from randomly generated treasure (scrolls, magical items, etc.), but it's not prohibited for special releases.

Do we get a "told you so" from Fallen?

No. What I will say is if you have an unlocked Raise Dead scroll, I will buy them at 100k, locked for around 50k, depending on the charges. I (and any other sorcerer) am able to to see if it is locked, so that isn't an issue.

If you are NOT looking to sell, I will unlock any Raise Dead scroll free of charge. Understand that there IS a risk of locking, and a smaller risk of destroying a scroll when unlocking it. My character is a fairly skilled infusor, however, and I have unlocked Raise Dead several times before. Virilneus is more skilled (At the moment), but he is likely to charge you. Look for me at the Briarstone Fountain for said service.

While I obviously disagree with your stance on the 318/scroll issue; I very much approve of and appreciate your approach to the situation. It's productively responsive as opposed to unproductively reactionary.

I personally already have enough scrolls to last my character a lifetime. Around 100 charges, atleast, and that isn't counting re-infusion. I am simply ensuring that as many people as possible have access to the spell. I disagree with the change completely, and mean to show it IG as well as out. It fits that my character would want to hone his craft on other's scrolls before tending to his own in this instance.

So long as they don't mess with the Raise Dead ale on Teras, I don't care.

Pretty sure I have a ton of Raise Dead and Well of Life scrolls. I haven't inventoried them all in quite some time. Most of my Well of Life scrolls were merchant charged to 40. A few of my Raise Dead scrolls were charged to 40 as well. How do you find out which ones are which (charged or not)? I have a level 30 sorcerer, but no experience with scroll infusion and all that.

Casting phase at a scroll will give you a good idea, though I am not sure if it is 100%. If the scroll is able to be unlocked, it is able to be phased. It if it NOT able to be unlocked, it will not be able to be phased. I have yet to find a scroll that doesn't fit this mold, but I think the glitchy ones from using 125 on boxes (This ruins scrolls for infusion) may be phasable, but cannot be infused.

Outside of THAT glitch, the only definite way of telling if a scroll can be unlocked, is to attempt to unlock it.

I was going to stock up on WoL pourables from EG to use in conjunction with Teras porter. But then I decided not to. Because warriors having lore is a concept that only a fantasy realm could concoct. Bah.
