If the slabs were only for actual forgers, i'm sure the GM who put it out there would have made it so only forgers could purchase the ore.

I don't think he was commenting on the validity of a non-forger trying their luck, just that the vast majority of people looking for them aren't forgers and thus we knew they would be hitting the market swiftly.

that said, 23m sounds crazy high.
