Buy the cheapest item from every shop repeatedly then sell what you can back to the pawn. Eventually you will get back room access at those shops who have back rooms on top of it helping you earn citizenship. Also use local services like the locksmith and healer. Keep checking with the citizenship clerk in the town hall.

I dont know if it helps with selling but after you atain citizenship all prices are lowered for what you buy.

For Ta'Illistim Elf & Aelotoi can receive full citizenship.

Sylvan & Dwarf can receive partial, I believe.

If you're not interested in repeatedly buying something for no reason (not that its difficult or very expensive), Adventurer's Guild tasks seem to work towards citizenship as well. I was eligible for full citizenship (elf) after some time without buying a single item from an ORDER-type shop in Ta'Illistim.

I could've sworn dwarves and elves flat out couldn't get citizenship in each other's towns.

Hmm. Zul Logoth is dwarven full, partial for everyone else, I thought?
