Harness Power needed for mana, correct?

Just wanted to confirm that a few ranks of Harness Power are required to have a sufficient amount of mana to use Council of Light abilities? You don't just get mana for how high your AU stat is any longer, correct?

Your starting mana is based on your stats. After that, it's all harness power.
