Ta'Illistim citizenship

I'm a bard elf, spent over 1 million silvers over months in the shops using a citizenship script, and have backroom access in a lot of the shops......what gives, still no citizenship.

Any ideas? do I need to do something prior to getting citizenship besides spend silvers in the shops buying worthless stuff?

I've found that interacting with the wandering NPC's in town helps a lot.
