Ta'Illistim - where do I pay my debts?

Somehow I have incurred a debt of 1320 silver in Illistim. I have no clue how, or when - but I cannot use my locker until I pay it.

I tried depositing and withdrawing silvers from the bank - which normally will automatically pay off your debts before allowing a withdrawal.

But that isn't working. So where exactly do I go to pay my debt?

From the Pawnshop, Ne, se, e, e, go keep. Once inside I am not sure, though.
