One likely consequence is that the internet as a decentralized network would not exist. Instead you'd have things like AOL, or Compuserve, or commercial networks that are all privately owned, independently maintained, and controlled for the most part by corporations.

The reason why the internet is decentralized the way it is, is because the U.S. government explicitely needed a network that could survive a massive physical attack, like a nuclear explosion. The whole concept of having a decentralized network itself, while it might seem so obvious to us today, is rather unlikely to have come about otherwise.
