I think they used to be -20%, but I could have sworn I heard/read that they were taken off, and all mods are 0% now..
So anyone know for sure what they are?
The modifications remain. What they planned on removing was the "I have my eye on you, elf" negative messaging.
I'm not sure if they finished that yet and I don't want to stop alchemy to check, hee.

Am I the only one that thinks we shouldn't get penalized for using the premium town we pay to access?
They don't want people using it to get around their town penalties. It would give premium members an "unfair mechanical advantage".
They were looking to change the negative messaging because people don't like being slapped in the face when they pay extra.
One of the updates was to make the messaging reflect a tourist area...you have to pay extra for the same thing, but they smile when doing it.

Doesn't really make sense. All you do is use another town rather than one you have an actual penalty in.
I don't see having Four winds with zero mods across the boards as unfair.

Heh, when they open up hunting there I bet ya they will be using their teleporters to zap outa the town to avoid the mechanical balanced bullshit...

This just encourages making a trader elf on a premium account and parking him in Ta'wherever and just meeting up w/ him on the isle... this way you buy two premium accounts.

As I recall, citizens of FWI also have their racial bias removed. Not completely sure on it, but pretty close.

It'd be pretty clever of them to make the merchants of FWI have the same bias/familiarity as the town you warped up from. Meaning that selling on the isle would be exactly the same price as the town you warped from.
