How do I go about getting Citizenship changed from one city to another? Don't want to start buying crap until I know its working towards my goal.

Also anyone have a good cheap method of working for citizenship in Illistim?

Clean book in the town you have it, then write book in the other

Should be able to earn citizenship at any point I would think, just can't be an active citizen at more than one place at a time.

Buying power. The good thing about that is that you also get backroom access. Buy cheapest, sell in the pawn. Check Nilandia's site for the town you reside in.

It is also very possible that using services like the resident NPC locksmith and healer also scores you citizen points.
