Geez that's awful...
When the Soviet Union tested its nuclear devices, it chose eastern Kazakhstan, one of its remotest, most desolate areas. But no one bothered to evacuate the people living there.
"Where are you dropping this bomb?"
"There"
"There are people there."
"Really? huh... think we should tell them?"
"... naaah, I'm already out of minutes and overage fees are a bitch"
Can you imagine them just dropping bombs nearby... no warning, no nothing.. you're not at war or anything, you're hardly educated or informed enough to really even understand the existance of a nuclear bomb. I imagine they thought it nothing less than god himself harbringing the end of the world.

They didn't bother evacuating the people because they and their villages were pretty much part of the testing as well.
You're talking about the same government that had dissidents in gulags building or servicing some of the weapons in the first place, without the benefit of radiation shielding, after all.
