No, they are attuned to the account. Which means you can swap it between any character on the account and they can use it. Or so I was told.

I thought this too, but a friend of mine tried charging up an enhancive of another character on his account, put all his BPs into it, and found out it wouldn't work for him. The GH and later GM Andraste said that it attunes to the character. She did give him back his Bounty Points, though.
