I think last year was one of the more recent that there wasn't a charge. The charge helps make it active.

ESPN reports that Broncos RB Travis Henry's MRI showed no significant damage to his left knee following the club's preseason game at Dallas on Saturday. The MRI confirmed an MCL sprain, nothing worse. A timetable for Henry's return has yet to be announced, but it's expected that the Broncos will rest him.
