All Things Considered, July 19, 2007 · The former strong-man of Panama, Manuel Antonio Noriega, is set to be released from a Miami prison in September.
He was captured after the U.S. invasion of Panama in 1989 and imprisoned on a federal conviction for drug trafficking and racketeering.
But he might not return to Panama.
This week, the U.S. government filed extradition papers on behalf of France, which wants to jail Noriega for money laundering. Noriega's lawyer says he will fight the order, arguing that Noriega is a prisoner of war who must be returned home.
News of Noriega's fate is drawing a lot of interest — and causing worry — in Panama.
