I'm fletching on an alt character and I'm getting crap for EXP per rank, did they tweak it? I'm at like 400 ranks, and it's only getting up to clear, takes like 6 ranks to fry.

Has your alt mastered any other artisan skills? That could be the problem.
Artisan xp = Rank acquired/(Other skills that have achieved that rank + 1)

From belled, 1 rank should only get you up to clear. 6 ranks to fry sounds off, but "like 6" isn't necessarily 6.

I've been fletching a lot recently and haven't noticed any change in the amount of exp granted per rank.

I'm thinking the amount of time between ranks at around 400 probably offsets this... How much spillage do you lose to fletching while your mind is already half full?
And the way spillage works, wouldn't it make sense, when you're getting such large chunks of exp, to go from belled, get a rank, then go hunt to fried, rest to belled, then repeat?

I don't know if spillage affects artisan experience. Generally it's too minor an effect to seriously worry about, though (at least for me). The only time it starts coming into play is if you're severely underhunting.
Thinking about it a little, though, you'd be best off taking few big steps rather than many smaller steps assuming they were all prone to spillage. By that reasoning, you'd want to artisan up to numbed or so and then hunt up to fried (so you don't lose any artisan exp from going past fried). Again, I wouldn't worry about it. Aloha, ataraxia.
