I thought when you stuck it in the portal at the shop you had the option of making it pretty much any type of shield?

No, it can only be converted to a type it has in it's name already. If you just have a very old "a vultite shield" it's only a medium shield and can't be changed. If it says buckler, tower, wall, kite, etc. in the description of an old shield then it can be converted into the corresponding type.
