I was at Zephyr hall and saw this stuff on a table and was wondering if it did anything or if it was just free to anyone but not tradable/sellable.

[Zephyr Hall, Blue Room]
The ceiling of the room is midnight blue, dusted with silvery powder to form the constellations visible on a winter's night. Wall sconces of polished silver are affixed to either side of an embroidered sign on the wall. The thick, velvet carpeting absorbs footfalls and other sounds so completely that even in the midst of a crowd, by shutting one's eyes, one feels alone and at peace. You also see a wide oak table with some stuff on it.
Obvious exits: north, out

On the oak table you see a coral and ivory wristlet, a black opal bracelet, a delicate teardrop ruby pendant, a silver-tipped feather stickpin, a blood-red thorned rose stickpin, a dragonfire opal hatpin, some blackened veniom cufflinks, some silvery vultite cufflinks, a four-petalled violet sapphire pin, a silver-bladed dagger medallion, an iron and mithril band, a faceted dreamstone ring, a gold and silver sunstone bracelet and a blue starstone necklace.

You greedily snatch a black opal bracelet from the table.

It is surrounded by a scintillating light.

You throw away your bracelet and it bounces away.

They are premium items. They let you go to IFW and back.

To expand, they are the items that let you teleport to Four Winds Isle (also known as Mist Harbor) and back from any town in the game. To use one, wear it and turn it when you're inside town, and you'll be dropped in a random spot in the town of Mist Harbor. Turn it again while wearing it to return to the town you teleported from in the exact spot you came from.

Once you return to town, you have to wait a certain amount of time (somewhere around 5-10 minutes) before you can teleport again, and if you look at the item, you'll know whether the time's up. A waning light means you need to wait longer, while scintillating means you can teleport again.

The items are free, but you only get one. As you seem to have noticed, you can throw it away to get a new one if you want.

They all weigh less than 2 pounds and you can INSPECT the item while it's still on the table to figure out where it's worn (so you don't have to take a fingerworn one if you're wearing two rings already). They can also be altered if you happen to find a merchant willing to work on it.

Four Winds Isle/Mist Harbor is the area of the game that only premium members can access, and it can be reached from any town in the game, making it a great place to pass items to someone who's on the other side of the continent.

Mist Harbor also has its own bank, so you can keep money there without having to worry about note exchange rates, though I'd recommend keeping at least some funds in the bank in the town you live in, in case of emergencies.

A map of FWI can be found http://www.tsoran.com in the Premium category.
