Keep in mind that the bonus on the vambraces does not work unless you have appropriate brawling skill to activate the bonus.

If you have 10 ranks of brawling (or 50, I'm not sure which type of vambraces he has) you have the proper skill to activate the vambraces. Then all you do is wear them (you can only wear one at a time I believe), and it's a passive bonus, like the bonus you get from enchanted armor is passive, except that occasionally a charge is drained from them, until eventually all of the charges are depleted and you have to have them recharged (via bounty points or special merchants).

I am assuming the cost of recharging is a set cost (not based on how depleted the vambraces are), because when the first charge was drained from mine, they assessed at being rather expensive to recharge if it's per charge (I cant' tell you the amount right now, but it was something like 10k bounty points), inwhich case 10k for the amount of charges is pretty cheap.

They were made crumbly, but then changed back to non-crumbly... they are from ebon's gate, and there are one or two threads about them here if you search.
