2 questions, sceptre is basically a staff right? meaning it has to be held to use and is that band permanent?

Thats a Sceptre, not really a full staves length but yes you got it right think of it as a fancy wand since this one casts magic.

I would assume the band isnt permanent being as there are few of those so I assume itll have to be recharged at some point? If it is perm I may have to start some bidding on that too.

the sceptre doesn't have any weapon-like properties but yeah, it has to be held to be used. and the band was an auction item from eg, so it won't be crumbly or anything. the enhancive properties will run out eventually, i presume, but they can be recharged. it's only been worn twice.
