I lost the link to the thread where it's actually posted, but with the next patch, Frost Nova will be changed to have a 100% chance to break on crits. There are some exceptions to this, as low damage crits (like a molten armor crit) won't break nova, but any "normal" spell crit will (scorch, ice lance, etc.)
According to Tseric, frozen targets were never intended to remain frozen after a crit, which everyone knows is just more made up justification for Blizzard nerfing mages in response to people whining about occasionally being hit with 3x ice lance crits in a row.
Time to spec arcane/fire again it looks like.
