I'm pretty sure some are merchant enchantable, whereas others are not. They were advertised as so during EG, which is where I got this ring from.

Havent yet seen an enchanting merchant that would actually work on DB nor will premium points. But yes some have been sold raffled and auctioned as enchantable.
