Haa. I saw this as I was checking my AOL mail -- seems rather intriguing. I'd be more impressed if it savagely incinerated people, but it appears to be non-lethal.

From a neutral standpoint, this isn't going to be healthy for the individuals operating the vehicle, either... Probably just a bit more long-term to break out into noticeable carcinomas than its victims.
IMHO, this is nuclear technology and inherently nuclear warfare, albeit if it only works on an electron cloud (and I can only imagine the piling lawsuits from those who were deemed as rioters a few years post-zapped [hence why I strongly believe this will be conveniently implemented in certain places in the world where court systems and future health will take the backburner to everyday warfare deaths.])
I truly think that since our government has had no troubles with the ramifications of you-name-it beta version testing of its next toe stepping device, that I guess there are just convenient ways of pussyfooting around employing quinuclidinyl benzilate for crowd control purposes in the 21st century.
The anti-human rights already-won arguement to defend this microwave is going to be a comparison to its "conveniently" lower on-the-scene mortality rate than beanbags and rubber.

Actually there is plenty of technology very similar that has been in use in surface-air missle systems for a looonnnng time and causes no problem to the operators.
Now if you stand in front of the tracking beams .. anything that came into contact would melt off in a decaying mess.. much like what happens in pvp VS shadow priests.

Comparing a SAM battery and its operators; shielded by basic acryllic, lead and concrete that any Homer Simpson of your everyday nuclear power plant and/or structurally more adept military analogues has to someone in a standard automobile with some crit padding is an entirely different ballpark.
Not to mention that if people being particle accelerated by the ray gun'o'doom take a few retardedly simple precautions with about three items of low end Home Depot supplies, the wavelengths are going to be nerfed like a mofo.

I mean, to be completely honest, the preventative measures as to how to better tinker with the denial system's frequencies will undeniably be perfected abroad to perform ...betterly... here in the States.
