You swing it at a critter you can learn from and you have a chance to flare a vial that contains liquid mana. Chance to get a flare, and amount of mana held are closely tied to your MIU skill. Once the weapon flares there is a cooldown period till the next time a flare can happen. A lucky person would get 1 flare per "normal" hunting session. Also the shot can't be a kill shot.

Lastly, the vials only last so long, and I have yet to see if the paladin spell can preserve them longer. 3 to 4 days is the normal life span.
