Is Neff the true owner of the Cul-de-sac?

Throughout the ages there have been countless debates in the cul-de-sac over who the owner is. Neff and Sintik have fought over it, Flugziffer has claimed ownership, among many others that have come and go over the years? Now, the question of who the true owner is will finally be answered. Is Neff the owner?

(Note: Most of you will not know what this is even about. This applies to those idiots, harlots, swindlers, and losers that hang in the cul-de-sac in Wehnimer's)

Several unsavory-looking citizens seem to be lurking here and there in the shadows for want of anything better to do, and the scratching of rats can be heard from within the nearby walls. A pile of old crates is stacked against the back wall of the alley. You also see an empty wooden crate.
