Tell him to get guitar pro. Its an awesome program for tabbing.

There are a bazillion guides and tutorials downloadable from Bit Torrent websites as well.

Your roommates only hope is to practice. Music is not a quick-learnt skill.

But if it's an electric, tell him to buy one of those ear-phone cords that plug directly into the jack in the guitar. That will keep his noise to a minimum and let him play as hard as he wants.

He'll also look like a complete dork playing :)

Exactly.
I love guitar pro even though it takes me ages to figure out tab. The tutorials help you learn by ear which is miles better.
You figured out Polly yet Nick!? :D

Tell him to look into the Guitar Grimoire series...it's for more of an in depth theory study which can be advance, but it really is a very very good point to build your cornerstones of guitar apon. I site I've just recently found though...that is the my favorite site on all of the internet is this: http://www.siasmusic.com/lessons.html
Everything you'd need to know...okay not everything, but more than your friend I'm sure is going to need at whatever point that he is at currently. I have quite a list of other refrence sites, and books as well if interested. Just kinda built up this knowledge having a professional guitarist for a dad, and have been at it myself since I was four. Hope the info helps!

The silenced notes really threw me in The Man Who Sold the World, but it greatly improved my playing on Polly. Its still a little rough.

I can do For Whom The Bell Tolls pretty well now, plus a few other easy acoustic songs (Time of Your Life, Thats Entertainment, Hurt etc etc).
