I'm just coming back after two years or so and looking back through posts to see what I missed.
I looked back at when they changed armor padding (to only fully effect the areas the armor covered).
At some point someone said...
<<Crit padded armor is going to be released into the game off the shelf. They simply drop down to a lower set of armor, then strap on the accessories that are crit padded to build back up to what they are trained for.>>
I believe I left wearing some slightly padded MBP and was eager to get to full plate.
Did they actually release padded accessories off-the-shelf and am I right in just combining it with my padded MBP to effectively get padded full plate?

They have indeed, at the Revel of anfelt padded helmets were released, as well as attack specific(slash, puncture, ect) arm, and leg accessories. These aren't the only items, though they are the most well known.

If you wear plain (unpadded, unflared, un-anythinged but enchanted) accessories over "partial" coverage armor, you'll have (in terms of crit calculation) "full" coverage armor on all of your body parts. If you have padding on the torso-worn armor, you'll have the same level of padding on all your body parts. You'll still have the base weight, AvD, and CvA of the torso-worn armor, but you'll get the sweet, sweet crit divisors.
You only start to lose the padding if you put stuff like damage padded greaves on crit padded armor or spiked helmets on damage padded armor.

I thought they made it so if you had say decent crit weight MBP, your chest would have decent crit weight, everything else would have somewhat.

That was the initial change. It was modified/nerfed very shortly thereafter.

Oh ok.
Now, I'm trying to recall all this info, sifting through all the WoW crap that is now cluttering that part of my brain.
Putting aside padding, so my MBP had plate level coverage on the chest and chain level coverage on the rest. And from what I remember the difference between the ASG's was equivalent to damage padding? Or is it crit? Or both?
Has any of that changed?

Damage/crit padding and different AsGs function completely differently.
Wearing any plate AsG will provide plate Damage Factors (how much raw damage is done per endroll) to all body parts, and likewise for all puny, non-plate Armor Groups. Metal Breastplate (for instance) provides the plate DF to the left eye.
The term "partial coverage" derives (rationally if not historically speaking) from the fact that Metal Breastplate does not provide the plate Crit Divisor (relates crit rank to raw and phantom damage) to any locations save those of the torso (back, chest, abdomen). The first AsG in any Armor Group will only provide the Crit Divisors of that Armor Group to the torso. The second "fully covers" the arms, the third the legs, and the fourth (and last) everything.
It is incomplete to say that Metal Breastplate has "plate coverage" on the torso and "chain coverage" otherwise unless one is specifically talking about Crit Divisors. The differences between the plate AsGs are as follows: CvA (1 lower), AvD (6 lower), base weight (a lot higher, but base weight is subtracted in the encumberance formula so usually this is a wash), penalties (roundtime, dodge, &c.), and crit divisors (as described above).

good god ive got alot to read up on.... when did they come out with the padded accessories?
