Flare frequency.

Was wondering short of the paladin plasma flares (which has a set % to flare) do all other flares either from store bought weapons or elemental bladed weapons have the same % chance to flare?

-And can anyone tell me why my ebladed weapon isn't flaring, all it says is that a red scintillating light fades some.

The light fades some after every swing, regardless of if it flares or not... forget the percent but it will flare eventually (as long as you're not killing things outright)
