As the title says....to get to the bare minimum hinderance...how many ranks?

90 ranks for bardsongs.

50 ranks of Armor Use to train to min. hinderance for Bard spellsongs, 60 ranks to train off RT hinderance, 90 ranks to train to min. hinderance for Minor Elemental spells.
