Previously, enhancements to Skill Bonuses did not effect Skill Ranks nor did enhancements to Stat Bonuses affect the Base Stat.

Wait... where does that sit diminishing return wise? If you have a +5 skill item is it now +5 ranks or +1 ranks? Or does the item still give you +5 skill, and then 1 to 5 ranks based on how many ranks you actually have?

From what I can tell, you get the rank equivalent from the item now and then having that rank subsequently increases your skill. A +5 bonus if you have no ranks in that skill will grant +1 rank (and +5 skill from that rank), but if it's something you have 40+ ranks in you'll get +5 ranks (and +5 skill from those ranks).

They did not nerf with this... I was worried that a +5 skill item would actually be a +1 rank... just confirming that if you have 40+ ranks, and hold a +5 skill item it does give you 5 ranks. I can't test what happens in those weird levels though (for example if you currently have 10 ranks, if it gives you +1.2 ranks or +1 or something weird)

I'm curious to see what would happen if you had a +5 air lore item, and currently had 18 ranks... if you could cast Tonis bolt or not.

Woot. The addition to the base stat also seems to make surge give an increased encumberance bonus. Before, my surge was able to knock off up to four RT. Now I've seen it knock off at least six.
