Persistent rumors about a cult in the city devoted to V'tull are completely with foundation, according to a report recently issued by a Royal Commission charged to investigate. "Although we have found some limited evidence of ancient V'tullian practices," said the court historian upon the release of the report, "there is no evidence of any resurgence of a V'tullian cult since it was repressed following the uprisings in the year 2537."

When asked about a growing sense of a V'tullian influence in a certain area of Ta'Vaalor, the court historian dismissed the reports as patently fictitious. "Any lingering influence of V'tull could not have endured over these long years," he replied. "I am completely confident that only the wholesome influences of the Liabo could be found anywhere within the circling walls of Ta'Vaalor."

The only V'Tullian influence in Vaalor has to be from dark elves (and other lessers) invading the Fortress.

I have a feeling that all it is, is just a place to allow a Lornon-aligned paladin to anchor 1620 or perform the initial casting of sanctify on their chosen weapon (hence the added note about it being of interest to paladins). I suppose, too, it might be of interest to warriors as it would be a place for them to perform weapon bond, I think. I doubt it was intended as anything else.

Anyway, out of curiosity I sent my paladin to have a look around town and used sense to check for divine influences, and discovered that its location is in the catacombs, just a few rooms north of the niche you enter to access the COL compound. You'll know the room because of an altar in the description that has a tome on it.
