Slowly, yes.

If you fixskills to 0 CM ranks, you will lose all your CMAN points instantly (after about 5 minutes). You can then retrain in CM and spend CMAN points anew.

Note that this is a general principle where one fixskills to less CM ranks then currently spent CMAN points. In the case where the new level of CM ranks is greater than zero, you can select which CMAN to unlearn in the 5 minute grace period. Otherwise, it'll just auto-unlearn the cheapest skill (or maybe the most expensive, I can't remember and it'll say in the messaging).
