In terms of level order and maximum effectivness which manuevers is necessary?

Surge of Strength
Combat Mobility (at least 1 rank)
Weapon Specialization
Shadow Mastery (if hiding/ambushing)
Feint
All 5 are near equalling important in my book...your mileage may vary though. Of course, there are other good CMans available, but these are the base, "needed" manuevers, in my book.

I would say that surge, mobility, wspec, and feint are absolutely unnecessary as a rogue.

The only ones I use consistantly are Shadow Mastery and Surge of Strength.
Every now and then I'll use dirtkick so I can hide in front of a gremlock.
I have 4 ranks in disarm for when I'm ready to venture outside the Aquaducts, and even then, I'll only use it to get my weapon back.
I have 5 ranks in cutthroat, but I never use it, and 2 ranks in something else.
I don't even see myself ever getting feint because of the DS pushdown I get from ambushing.

I currently use Surge, WSpec, Cmovement, and have 1 out of the 2 Mobility ranks. They are useful to me.
I don't double in CM though so that's why I don't have as much. I would probably get some other fun ones if I had extra points, like Shadow Mastery and Groin Kick.
Ew, I don't think I can live without Shadow Mastery. Those 2 extra seconds sneaking might as well last all day.

Surge is probably the one I use the most, and the first rank gets you an addition of 8 to your STR bonus, so immediate results.
Smastery is nice but I wouldn't bother getting it until you can 5 ranks in it.
Wspec I, not necessary but again 10 AS is handy.
Wspec II, because I switch between a dirk and an axe.
I have disarm so my rogue doesn't get wrecked by janissaries.
Combat mobility has been a life saver countless times, especially since it works 100% of the time with two ranks.
Focus, because I tanked wisdom and at this point sorely regret it.
None of them are necessary, but they make hunting a hell of a lot easier. Heck if there were any more useful ones, I'd probably drop wspec2 to 0 and disarm down to 4, but there's nothing else out there.

I'm in the process of getting my 3rd rank in coup as well.
I use sidebyside, surge and smastery the most when hunting. Sidebyside is not for everyone, but Jolena never hunts without Stunseed, and the added AS and DS boosts are loverly. Especially since I get the boost even when ambushing from hiding as long as I'm in his group. The more people that add to the group, the higher my boosts go. And even moreso, if they have sidebyside.
I used to use feint quite a bit but am now considering dropping it for disarm simply because I don't use feint much anymore. That, and Stunseed has it so since we hunt together, he feints everything.

Feint is worthless with pushdown from ambushing. Silentstrike is good in the rift when you can't rehide, get two ambushes for one. Cutthroat is great on spellcasters, players or critters, specifically the Vvreal. Smastery and surge are up at almost all times. Coup and Garrote are just play things, but do come in handy at the right times.
Shadow Mastery - because hiding is what being a rogue is all about.
Every other required skill is achieved through the guild.
All other Cman's are secondary.
I have in addition to shadow mastery, I have:
- Feint: RT adder to target
-Cutthroat: neutralizes casters (great PvP)
-Multi-Fire (because my rogue is an archer, and I'm still testing this out)
-Wspec (for the added AS)
-Surge (for the STR bonus, even if its insanely too short to be so expensive)
As you can see, there's opinions all across the board on this subject. Choose which one suits your style of rogue-play.

I assume Stunman was not included because it can be attained through the Guild?
There will be times it will be incredibly handy.

Yah rogues don't generally use cman points for skills they could get in the guild. It's a waste in my opinion.

For clarification: mobility will always attempt to stand at two ranks. Mobility will not always succeed in standing at two ranks. It pretty much always will though.
If you're a hide/ambush rogue, feint is pretty pointless. If you're an open fighter, feint is awesome.

Jolena ambushes from hiding AND open fights equal amounts, so I used it quite a bit. Just don't have a need to now with Stunseed having it.

Mobility is good. Surge is good. Quickstrike is good (if using slower weapons). Wspec is useful as it always works when using the specified weapon. Feint can be replicated by numerous effects in the guild and the ambush pushdown.
