The spells Are the Profession based and none from other circles(with the exception of 518(cone of lightning for Wizards).

518: Cone of Lighting
720: Implosion
635: Nature's Fury
1630: Judgement
1117: Empathic Link (sorry if you dont count this as a mass spell but I see this as the only Empath spell that hits two targets)
319: Divine Wrath
1030: Song of Sonic Disruption

Note Imagine these had their full strengh with lores. Make the choice on that.
1-7, 7 being the worse and 1 being the best. And Make these assumptions on the spells alone not any other skills.

1. 1030: Song of sonic Disruption
2. 518: Cone of lightning
3. 635: Nature's fury (seen this in action before it is one of the best I have seen)
4. 319: Divine wrath
5.720: Implosion(mass effect isnt nearly as strong as any of the above in my opinion)
6. 1630: Judgment
7. 1117: Empathic Link( I belive if this isnt the biggest mass spell they need another, They are considered a pure and Deserve to have a good one.)

My main Characters are a 29 Paladin and 22 Bard. I have seen alll of these at one time. I rerolled My 24 empath to a cleric. Now remember dont base them on any other skills.

Depends on where you're planning to use them, somewhat.

Cone is decent for hunting, and an even better way to get people hating you if you try one during an invasion.

For my top two I'd go with Cone first, then 1030. The only reason I took Cone first was because it's much easier to bump your AS into that mega-high range, whereas using 1030 as a means to hunt with requires a good amount of ranks in the bard circle or dumping 1015 before a room clear.

Also 518 is player friendly. You may be overestimating 635, unless you are way over the level of the opposing creature it rarely stuns.

Also:
435 - Costly for the results.
907 - Very nice splatter damage.
908 - Even better splatter damage.

1030 at level 100 with 101 ranks of manipulation lore (which is a waste, because telepathy really is necessary), would be absolutely crazy.

Manip lore doesn't do anything for 1030 past 75 ranks. But it is a pretty sweet spell(song).

Um, you totally forgot meteor swarm! #1!!

Only bad part is, I can only use it once a hunt... always seem to die shortly after casting. :(

Implosion I'd probably put at the top simply because it has the ability to kill every stunnable creature in the room instantly. Sorcerers often use the implode/417 combo to clear out the bad guys when they get too numerous.

And people really underestimate 319. If you're trained for it (40 ranks religion lore, which most clerics have, and 2x mana control), it'll do massive damage. It's just that the damage is cut in thirds, so people tend to think it did a lot less than it did. In the end, it ends up doing as much damage per creature as a standard DC shot. It just has fewer death crits.

717 remote.
pwnes when you absolutely have to murder everyone in town with no wounds inflicted.

Oh, while relaxing in a chair, many rooms away.
