Homes and Shops

So I'm sure we all know that there is a lot of empty spaces where shops and homes could be set up in Plat. What is the process to go through to actually go ahead and get a house or a shop?

I'm sure I'll have to get citizenship in the town I want a shop in for one thing, but I think one person quoted a price of 100k to me to purchase a shop and I know Daysong just paid 100k for a house down by the GY.

Is it really only 100k for a shop? Where does someone have to go to buy one after they become a citizen?

In the Landing, it's the warehouse just west of room #1 of the shop area. NPC in there will handle the permits and whatnot. For homes, the clerk is on the second floor of Moot Hall. I don't know about any of the other towns. And I also don't know about prices, as I know they're all drastically reduced in Plat.
