I need a new training plan as far as a good cookie cutter halfling wizard goes
Here's my stats ( Kind of got screwed since they took out stat allocations )

Nothing you need to fixskills over unless you find you're lacking in one department or another.

What should my spell training be as of right now?

It looks fine. You have all the major spells. Shifting spells +/- 6 won't really affect AS/DS bonuses or CS much at all.

If you keep up the tripled spells you don't have many decisions to make. If you do less, you'll have to choose between:
Enchanting/Familiar Gate
Bolt AS and Leech amount with Major
CS/AS boost and stuff with Minor

430 & 913 are the best defensive spells, 919 with a flat 60 second duration does not count.
