Bard Songs?

I was wondering. I have seen the effectiveness of 1030 and was wondering. Do or can bards effectively use 1030 on ALL like age critters that they come across. Or is this a spell for bard song more specificially for only some of the like age critters that have the lower TD's. Or is only a certian kind of trained bard. Specifically one that is more heavily trained in bard spells able to make use of this spell. First time ever making a bard for me and this spell looked interesting to me and wanted to know more about it.
