warrior arcane scroll training

My warrior currently has 30 ranks of arcane scroll training. He uses scrolls on a regular basis. He has a scroll with mobility (618) on it and is able to read the scroll but cannot invoke the spell from the scroll. When I attempt to do this I don't get a failed attempt, I get something that says you do not have enough training to activate this spell (or something similar). How much training do I need in order to activate this spell?

It *used* to be double the spell rank, so if its 18, then 36 for an *ok* chance.

36 ranks should give you at least a 2/3 chance of activating 618, unless you really, really tanked your mentals. I've never heard about the hard spell level to ranks restriction, so post back when you activate it? :)
