What is the base roundtime for these weapons? I thought it was 3. If it is why wont it let me dual wield these weapons for an open swing of less than 5? When I use dual troll claws which are also 3 second base roundtime I can swing at 4 seconds per swing.

To calculate the base speed for TWC, you do Right + Left - 2. Katars are base 3, so that's 4, and you can't swing a base 4 weapon (or in this case, set of weapons) in less than 5 seconds.

Troll-claws are base 2 weapons, so two of them swing with a base of 2, which allows you to achieve 4 seconds of RT. You may have been thinking of fist-scythes as the other base 3 brawler.
