For any reason. They even stay on you in prison. I've always wanted a character with one just to try and find some magical way out of the slammer.

That is correct -- They stay on even if you get arrested.

I haven't tried but I hear if you lock the cloak then the constable won't take your items from the cloak -- I am too much of a wimp to try it though
